PUBLIC NOTICE

TAXI AND PRIVATE HIRE VEHICLE OPERATOR’S AND DRIVER’S LICENCE CONDITIONS

Notice is hereby given that on 6 June 2019 the East Dunbartonshire Council, by virtue of the powers available under Section 3B of the Civic Government (Scotland) Act 1982, resolved to vary the Conditions attached to taxi and private hire vehicles operator’s and driver’s licences and approved and adopted revised Conditions. Copies of the revised Conditions attaching to each type of licence can be viewed at the Council’s website at https://www.eastdunbarton.gov.uk/business/licensing-permits/taxi-or-private-hire-operators.

The Council also approved and adopted the Schedule of Vehicle Fitness requirements (also known as Schedule A), the Policy on Vehicle Testing, the revised Driver Fitness Policy and the guidance on the application of Section 21 of the Civic Government (Scotland) Act 1982. Copies of these policies, requirements and guidance can also be found on the Council’s website.

Lastly, the Council approved the transitional arrangements and implementation plan to merge the two licensed zones for taxis and private hire vehicles operators and drivers which currently exist in East Dunbartonshire, creating one authority wide zone.

In terms of the transitional arrangements and implementation plan, notice is hereby given that from 1 October 2019 (the “Implementation Date”):-

  1. The existing zones 1 and 2 will merge into one zone covering the East Dunbartonshire area;

  2. A cap will be set maintaining taxi operators’ licences at the level in existence on 30th September 2019. This cap will apply for a period of 24 months from the date of the publication of this Notice;
  3. The Driver Fitness rules will apply with immediate effect;
  4. The Schedule A requirements will apply in respect of new vehicles from the Implementation Date and in respect of existing vehicles, from the date of the next scheduled test for that vehicle;
  5. The new engine size requirements will apply in respect of applications for approval of new vehicles with immediate effect; and
  6. The licence conditions will come into effect for all remaining current drivers and operators on 1 March 2020.
