MORAY COUNCIL (SCHOOL STREETS, ELGIN) (PROHIBITION OF DRIVING) ORDER 2022

Moray Council propose to make the above Order under the Road Traffic Regulation Act 1984 as amended. The general effect of the Order which will come into operation on 16/09/22 will be to introduce “Prohibition of Driving Restrictions” on roads around Seafield and New Elgin Primary Schools to vehicles during set times when pupils are being dropped off and collected, which will significantly reduce vehicular traffic adjacent to the Schools when there is an increase in pedestrian movement. The roads affected are as specified in the Schedules to the Order. The permanent Traffic Regulation Order (TRO) will continue to improve road safety and air quality in the immediate vicinity of Seafield and New Elgin Primary Schools and encourage Active Travel.

The Temporary Experimental Traffic Regulation Order which covers the School Streets Pilot Projects at Seafield and New Elgin Primary Schools expires on 05/09/2022 and the Council now proposes to make this Order permanent. The Order is as specified in the Northern Scot on 01/07/22.

Any person who wishes to question the validity of the Order on the grounds that it is not within the powers of the Act or that any of the relevant requirements arising from the Act are not being complied with in relation to the Order may, within 6 weeks of 05/08/22 apply to the Court of Session for this purpose.
