THE MORAY COUNCIL (AMENDMENT TO THE GRAMPIAN REGIONAL COUNCIL (OFF STREET CAR PARKS) ORDER 1989: (PROPOSED CHANGES TO EXISTING CAR PARK CHARGES, ELGIN): (PROPOSED PAY AND DISPLAY WAITING RESTRICTIONS – COUNCIL HEADQUARTERS - GREYFRIARS STREET CAR PARK AND ANNEXE CAR PARK, ELGIN) ORDER 2019

The Council has made the above Order under S35 of Road Traffic Regulation Act 1984 as amended. This Order was approved at the meeting of the Council’s Economic Development and Infrastructure Services Committee on 10/09/19. The Order is as specified in the Northern Scot on 19/07/19.

The effect of this Order which will come into operation on 01/11/19 will be to introduce new Pay and Display Waiting Restrictions at the Greyfriars Street Car Park and the Annexe Car Park at The Moray Council Headquarters in Elgin on a Monday to Friday, for Council employees permitted to use the car park during the designated hours. Charges already apply to these car parks on a Saturday.

The full set of new charges at each car park for vehicles permitted to use the car parks are shown in the Schedule below. Parking bays designated for use by disabled badge holders, pool cars (when occupied by the specified pool car) and for social care use will be exempt from the charges. The proposed Order is being introduced as a budgetary measure to generate income.

Any person who wishes to question the validity of the Order on the grounds that it is not within the powers of the Act or that any of the relevant requirements arising from the Act are not being complied with in relation to the Order may, within 6 weeks of 20/09/19 apply to the Court of Session for this purpose.
