On 15/10/19 the Council, in exercise of the powers conferred on it by Section 62 of the Roads (Scotland) Act 1984, as amended, the Road Traffic (Permitted Parking Area and Special Parking Area) (East Ayrshire Council) Designation Order 2012 and the Road Traffic Act 1991, as amended, and of all other enabling powers, made the above-named Order, for the reason of maintaining public safety and convenience during the holding of Illuminight 2019 event at Dean Castle, Kilmarnock.

Prohibition of Waiting Tuesday to Sunday inclusive from 16:00 hrs to 21:00 hrs
This Order makes it unlawful for any vehicle to wait from 16:00 hrs until 21:00 hrs daily on—
Dean Rd (both sides) from B7038 Beansburn to South Dean Rd; South Dean Rd (north side) from Grassyards Rd to a point 40 m west of Dean Rd and South Dean Rd (south side and southeast side) from Grassyards Rd to No 27 South Dean Rd (excluding the laybys) and Kennedy Dr (both sides) from South Dean Rd northwards for 20 m, Kilmarnock. See note below in Permit Parking Area.

Permit Parking Area Tuesday to Sunday inclusive from 16:00 hrs to 21:00 hrs
This Order makes it unlawful for any vehicle to wait in a Permit Parking Area from 16:00 hrs until 21:00 hrs daily other than a vehicle displaying a valid Residents Permit (Zone “V”) on—
Bannockburn Pl, Burns Av, Culloden Pl, Dean Rd in the laybys, Drumclog Pl, Esson Pl, Glenlivet Pl, Ingram Pl, Landsborough Dr, Largs Av, Otterburn Av, South Dean Rd in the laybys from Grassyards Rd to its junction with Kennedy Dr and from a point 16 m west of Dean Rd westwards for 24 m and Turner Pl, Kilmarnock.
Please note there is an underlying Prohibition of Waiting Tuesday to Sunday inclusive from 16:00 hrs to 21:00 hrs that will only be imposed on the above lengths of roads as and when it becomes necessary on the grounds of road safety.

One Way Traffic Friday to Sunday inclusive from 16:00 hrs to 21:00 hrs
No person shall drive or cause or permit to be driven any vehicle in a direction other than in a south-easterly direction on Dean Rd, Kilmarnock from the vehicular access/egress to Dean Castle/Visitor Centre/Lodge to its junction with South Dean Rd.
Alternative Route: via Grassyards Rd, Strawberrybank Rd, High St, Union St, Portland St, Wellington St, Dean St and Beansburn.
From 25/10/19 to 27/10/19 inclusive
Banned Left Turn Friday to Sunday inclusive from 16:00 hrs to 21:00 hrs
No vehicle shall be permitted to turn left from South Dean Rd onto Dean Rd.
From 25/10/19 until 27/10/19 inclusive
Banned Right Turn Friday to Sunday inclusive from 16:00 hrs to 21:00 hrs
No vehicle shall be permitted to turn right from South Dean Rd onto Dean Rd.
From 23/10/19 to 29/10/19 inclusive
20 MPH Speed Limit Tuesday to Sunday inclusive from 16:00 hrs to 21:00 hrs
This Order makes it unlawful for any person to drive or cause or permit to be driven any motor vehicle at a speed exceeding 20 mph on Dean Rd from its junction with Beansburn to its junction with South Dean Rd.
The Order shall come into force at 16:00 hrs on 23/10/19 until 21:00 hrs on 29/10/19, and the Order will be implemented only when appropriate signs are displayed.
