(YOUTH BEATZ 2013 AND YOUTH FEST DUMFRIES)
(TEMPORARY TRAFFIC MANAGEMENT) ORDER 2013
Dumfries and Galloway Council has made an Order under Section 14 of the Road Traffic Regulation Act 1984 to implement the following temporary traffic management arrangements that shall be in force at the following locations and times:-
a) On-street parking on the C203n Newall Terrace, Dumfries (between Loreburn Hall and a point 8 metres south-west of the access to Loreburn Lesser Hall car park) will be suspended from 00:01 hours on Monday 29 July 2013 to 23:59 hours on Saturday 10 August 2013.
b) The U633n Bane Loaning, Dumfries will be closed to vehicular traffic from 17:00 hours on Friday 9 August 2013 to 23:59 hours on Saturday 10 August 2013.
c) On-street parking on the A709 Lockerbie Road, Dumfries will be suspended between no’s 25 to 67 and between no’s 87 to 99 Lockerbie Road, from 06:00 hours to 23:59 hours on Saturday 10 August 2013.
d) The ‘Left Turn’ manoeuvre from U829n Marchmount Avenue,onto C201n Moffat Road will be prohibited to vehicular traffic between 21:00 hours and 23:59 hours on Saturday 10 August 2013.
e) The ‘Left Turn’ manoeuvre from U780n Huntingdon Road onto A709 St. Mary’s Street will be prohibited to vehicular traffic between 21:00 hours and 23:59 hours on Saturday 10 August 2013.
The Order shall be in force and shall have effect only at such times as indicated by appropriate traffic signs or under the instruction of a police officer in uniform.
The temporary traffic management arrangements are necessary in the interests of road safety to facilitate the holding of the Youth Festival events. Pedestrian and emergency access will be maintained at all times

TRAFFIC REGULATION ORDER 1985 (AS AMENDED)
SUSPENSION OF USE OF LOREBURN LESSER HALL CAR PARK, DUMFRIES
In accordance with the provisions of Article 10 of the Dumfries and Galloway Regional Council (Various Car Parks) (Use Restrictions) Traffic Regulation Order 1985 (as amended), the use of the Loreburn Lesser Hall Car Park, Dumfries shall be suspended as from 00:01 hours on Monday 29 July 2013 until 23:59 hours on Saturday 10 August 2013, and no person shall permit a vehicle to park or wait in that Car Park from that date.
In terms of Article 7 of the Order, any vehicle which remains in the Car Park during the period of suspension may be removed from the Car Park by a person authorised by the Council and taken to a place of safe custody.
The suspension of use is to accommodate temporary structures housing a Youth Festival Event.
