NOTICE OF THE APPROVAL AND ADOPTION OF ‘SCHEME FOR THE ESTABLISHMENT OF COMMUNITY COUNCILS (AMENDED 2015)’; AND COMMUNITY COUNCIL ELECTIONS

Notice is hereby given that East Renfrewshire Council,in exercise of the powers conferred upon it by Section 53 (1) of the above mentioned Act, has concluded the public consultation exercise on proposed amendments to the Scheme for the Establishment of Community Councils.

 

A Special Meeting of the Council, held on 24 June 2015 approved and adopted the ‘Scheme for the Establishment of Community Councils (amended 2015)’ and it has been delegated to the Chief Executive to set the date on which elections will be held. The current Scheme, with the exception of the electoral arrangements, will continue in operation until the Amended Scheme, in its entirety, comes into effect upon the closing date for Nominations for Community Council membership.

 

Persons wishing to stand for election must be resident in East Renfrewshire, aged from 16 years and over and be named on the Electoral Register for the Community Council area in which they are standing. There are 4 Community Councils which are comprised of several distinct Neighbourhood areas. Nominees in these areas must reside in and be proposed and seconded for membership, only by residents from within these Neighbourhoods. For the 7 remaining Community Councils, Nominees, proposers and seconders simply require to be resident within the Community Council’s total area.

 

To stand as a Candidate, a valid Nomination Form including a personal statement of up to 250 words must be submitted to Council Headquarters, Eastwood Park, Giffnock, G46 6UG.

Information on the electoral process, together with all relevant Scheme documentation and boundary plans, is also available to view at these locations.

 

The closing date for receipt of Nomination Forms is 12:00 Noon, on Friday, 11 September 2015. At that same point in time, all Community Councils under the 2009 Scheme become disestablished and existing Community Council members cease to be members of the current Community Councils.

 

Where the number of valid nominations does not exceed, but is at least half of the maximum membership permitted, these Candidates will be declared elected as Community Council Members at the first meeting of the new Community Council under the terms of the Scheme. These Meetings will be held on the evenings of the former Community Councils’ scheduled meeting dates.

 

Where the number of valid nominations exceeds the maximum membership for a Community Council area, or for a Neighbourhood (where applicable) within a Community Council area, Contested Elections for Candidates will be arranged to be held during the months of October and November 2015.
